I don't know what he's getting ready to say, but I'm getting the sense it will be remembered as too little, too late.

If you're going to criticize the current regime, you do it while the uprising is underway and there is a chance of helping them out. To do it now, after the revolution has been quashed makes little sense at all.

Of course, he'll probably just be begging them to be nice anyway.
