I remember, for example, when Carter announced his push to bring smart weapons to the battlefield. Just realizing that it takes years to develop and field anything having to do with the military should be your first clue... This is laughable. Reagan inherited a military that was on life support. The first Stinger was fired in Afghanistan in '86. To suggest that Carter had ANYTHING to do with funding it is absurd.
