Let the Dems get their programs thru, and if they mess up the Repubs can get back in to 'clean' things up.

It doesn't work that way.

The recipients and beneficiaries of a new government program can clearly see the direct benefits. They and others can't as clearly see the indirect harm. "Free" or even heavily subsidized health care programs given out to a significant portion of the population become very difficult to reverse or clean up, no matter how much doing so might be a good idea.
