I see you are backing off of your claim that there were no smart weapons at the end of Carter's term.

I'm not backing off of it.

There were rudimentary "smart" weapons in WWI -- measured by "smartness" of the day.

But they wouldn't have been considered "smart" by standards of the Vietnam era.

The term "smart weapon" as we think of it today didn't resemble anything we used in the Vietnam era. There were a couple instances were a laser guided munition was deployed in Vietnam (notably a bridge near the border on the Trail our other weapons systems had been unable to knock out). But obviously, there were not any major weapons systems involving satellite guided munitions or unmanned vehicles as we have today.

If you want to call a vehicle run by a hard-wired remote "smart", then I guess you can do that.
