Using "militants" is already tilting the language to give the benefit to groups like Hamas. They could appropriately be called terrorists.

Use of "moderates" for those that are not at the very tip of the most extreme among the Palestinians is also using favorable language for them. They are not moderates, just slightly less radical than those who are most extreme.
