For openers, you board the ship and make it clear you will not tolerate this behavior. Instead, he's chosen to pussyfoot around it with the end result being that the US looks like dolts, which only emboldens future behaviors.

And instead of the standoffish approach to the purported missile test, you blow the damned thing out of the air before it is out of NK airspace. And tell them next time it will be destroyed before launch.

There is nothing to be gained by giving this fool more attention.
