It certainly didn't. The Bay of Pigs was already planned when Kennedy took office. There was no "test"; it was merely a continuation of the plan that had been established before he was elected.

No, it doesn't. But it does require a show of some strength. GWB made a mistake by not shutting NK down, but I'm not sure he had the kind of opportunities Obama is faced with at this point.

Reagan shut down Qaddafi with ease -- and Qaddafi, thanks to follow-up by GWB, is no longer a nuclear threat.

Next time cubans/russians tested Kennedy he didnt go to war and they backed down.

And Kennedy was prepared to do what was necessary. There is NO INDICATION, FROM ANYWHERE, that Obama would act under any circumstances with military power. None, whatsoever.
