There you go again with the straw guys. That isn't an implication at all. The systems are just under development.

So? SOP is to fire a salvo of 4. Sometimes they do only 3.

We have no proven system that is in place in Hawaii that can do that. That is a fact. We have a couple of systems in development that are supposed to do that, but they haven't been tested. All the testing has been done with TBMs. Which are a lot slower and don't have decoy capacity like modern ICBMs do. Granted, the missile in question might not either. We don't really know because it has never functioned properly.

No it isn't. It is quite rational, in fact. USA 193 was not a more rigorous test, it tested a different aspect. The ability to take out a satellite in a degrading orbit is a nice capacity to have. But it is a different capacity than what you are talking about.

Now you are just making stuff up. You mean to tell me they have already constructed the silos for GBI in Hawaii? Granted, they have pushed deployment of THAAD up from 2012 to move a unit to Hawaii. But neither it nor Aegis has been tested for ICBMs. As I keep pointing out.
