There is a lot of doubt. For one, the present leadership is not likely to be around in 10 years. If the new leadership has any brains, they will realize they are spending a lot of money to develop something they can't use. Might not, but it isn't a dead certainty. In addition, it isn't really likely that China will sit on their hands while they do the necessary testing.

The present leadership has his succession planned and there is no reason to think it would be one bit different from today's leadership.

As to China, when I see them get off their asses, perhaps your statement takes on an element of truth. Today, I see nothing to suggest that China is going to do a damned thing.
