Well...these guys aren't venture capitalists, they're bureaucrats. They have no real ability to separate boon-doggles from plausible. Even if they were VC's, a higher percentage of the ones deemed plausible will fail than succeed. So there's something to be said for targeting established practices, status-quo, silos, or whatever term you like, when it's coming from taxpayer pools of money.

There's a very large space between a new idea, and successfully executing the new idea. A chasm really, because the majority of new ideas never cross it, even if they get their proposed funding.

Maybe the gov't actually needs a specialty department, staffed by former VC's. Bureaucrats are too easliy swayed by a good story teller. Absent these specialists to make funding grants for "new ideas" I'm more inclined to say they *should* avoid funding such ventures, because the statistics say the ROI will be essentially zero.
