Good points, but some offsetting arguments can be made as well. If the failure to capture ROI has to be weighed against the dollars spent on a project whose ability to create jobs today that are unsustainable, which is to say projects that are not generative in nature, then I'd be inclined to hedge my bets and go with the experiment, just the same. The only change in metric accounting that matters in this case is an immediate decline in the jobless numbers, and that can be achieved through either of the two approaches we are discussing: tried and true and leading edge.

But I think you may be giving multi-discipline initiatives short shrift. Not "all" good ideas are new and risky. Some multisectoral-affecting technologies that we're all aware of, whose proofs-of-concept demonstrated aeons ago the ability to satisfy more than one mission at a time, were shelved for reasons that are not germane to this discussion (except to note the influence of the FUD Factor) are still quite viable (and in many cases can be considered "shovel ready") today. Despite the fact that some of these are now making their cameo appearances in integrated fashion under different silos, their nature and being usually defy associations with a single-silo initiative as outlined in many of the stimulus plans on record, which goes directly back to one of the main points I made earlier.
