That will never end (corp tax breaks) because it is a state tax issue, and there's always a state more desperate to get somebody's business. I've watched Boeing repeatedly get tax breaks for staying in Washington, which in effect puts additional burden on the rest already in Washington, always under the threat of taking away the jobs, which also would put additional burden on the remaining businesses. The lesson is to grow big enough to have the local/state gov't over a barrel.

This is the same mechanism enjoyed by e.g. baseball teams trying to get the public to build their private franchise a stadium; and of players vying for a better deal. A positive feedback loop of sorts that creates a big disparity favoring the big or talented over the rest.
