I wouldn't say this outright. But with new service packs, who knows, after a product has been written for win95 etc, service packs might introduce such problems for those products. Not to mention intorducing new bugs to the OS anyway. Given their viciousness and approach to contracts with PC makers, I don't see this too improbable. I believe Gates will do anything, virtually, to crush/stop competition

Regarding NT crashes. I don't use one for development, but I did use one for day-to-day work (word proc, email etc) It was unstable. sluggish performance. Freezes (P200MHz, 64mb ram). I don't know if the reason is third party SW or the OS. I gave it up anyway in favor of win95. The inconsistency alone in user experience on different desktops would keep me away.
