Sure am...

First thing they are doing is figuring ways to raise taxes.

Second thing is nibbling around the edge by letting go a few lifeguards and eliminating free spay a neuter.

Then if they have to they lay off a few municipal workers maybe an engineer or two. Those with more tenure pull up the ladder.

All just nibbling around the edges.
