What's frustrating is it took 30 years for prop 13 to catch up with the state. The proponents are long dead and their survivors will fight to the death that there is a connection.

That's the way it works. The longer prop 13 runs, the more it is disproportionate and the more it starves the government. Next year will be worse than this year, etc, etc, etc.
