No , I don't have it all wrong. Obviously the death penalty is not a deterrent which is my point.
And I agree, education is the answer. I would not do Heroin even if it was legalized. I know how hard it was to quit cigarettes.
My other point is that there is in fact no desire to end drug abuse. Very/extremely profitable business.

Probably most of the lawmakers use coke.
