That's quite a burden, seems to me.

Although as I reflect further on it, I imagine that a lot of people who don't file, though, are the elderly poor, who would be covered by Medicare. Perhaps the IRS would consider those with Medicare as having "filed." Also those poor who are on Medicaid. That would reduce the number of those burdened considerably.
