That sounds like a contradiction to me--not having much to live on yet filing income tax.

To the best of my knowledge, none of my elderly relatives has enough income to require federal filing. I prepared my father's taxes for about ten years until he, too, dropped below the line where filing is required. He was nervous about stopping but I called the IRS so that I could reassure him. I suspect that there are lots and lots of elderly who at this time don't need to file so they don't. Perhaps some continue to do so out of ignorance or habit, but they don't need to.
