those who do not need to file have an extremely low income base. for example over age 65 unearned income for individuals in 2007 (do not have latest numbers) was over $3450. (ie cd's) or earned income over $7950.(pension income. If you had any with holding federal tax from pension even though you made less than above you need to file to get your with holding back. you would be surprised how many have small amounts of with holding and refuse to stop it. so they are required to file.

i do not consider the above amounts a great deal to live on when paying realestate taxes/rent and heating a home in northeast. Plus these people are paying medicare , and supplement coverage and medicines for some degree.

many had zip unearned income,only have a small pension from rr. or steel mills or factories.
