Yep, a simple tax is exactly what should have been done. But when one party is raving insane and only wants to stop the Dems, even if the Dems have a good idea, then there isn't a partnership that is possible to come up with good solutions. It requires a united country to sell good solutions that are politically difficult to pursue like a simple tax. If the Dems did it, the GOP would be howling about the Dems increasing taxes and the Dems would lose some Congressmen in the next election. Therefore, the Dems impost a Cap and Trade program on us that is at the end of the day a tax, but is so darn complicated just to hide the fact that it is a tax.

So I blame the Dems and the GOP for our country's inability to solve a problem with a simple, cost effective solution.
