China has adopted the "all of the above solution". The US has adopted the train wreck solution - destroy and hope. The coming train wreck will do a great job of reducing CO2 emissions and many nut cases will be very happy as they will think despite the economic ruin around them that they are showing the world US leadership in saving the planet.
