That's their bargaining position. But watch what they are actually doing inside their country. They are moving aggressively to diversify to solar, wind, and nukes. Their goal isn't so much CO2 reduction, as it is making sure their economy has enough energy to power their growth. They are short on coal, they know there isn't enough oil out there, so solar, wind, and nukes have become a strategic priority for them.
