Administrative costs often get measured as a percentage of total costs.

And sometimes that makes sense. As a metric for admin costs at a large law firm, for example. Of for Army procurement. Admin cost per case or per client makes no sense as a metric nor does admin cost per piece of equipment purchased. There you would weigh admin costs against the size of the business. But admin costs per car sold or patient covered is a suitable metric.

In any event, for Medicare, neither tells the whole story. Seems to me that the folks on both sides of this are acting like their approach is the be all and end all and both are incomplete if not downright faulty.

There are plenty of good arguments against this silly notion of low Medicare overhead without reaching for crooked straws.
