theoretically thats what energy and health care will do. But on the other end, i would really like to have folks doing infrastructure repair as well. That wont do what electricity did in your example but it will prevent the further disintegration of roads and bridges, thus solving a problem that is here and getting worse. I dont think there was wealth redistribution going on in first three months of obama although rich will pay more going forward and poor less to feds. Thats offset by state increases.
