I don't think Feinstein will win in her attempts to stop solar farms going up in the desert. She's a wacko fringe person and there are too many mainstreamers that want to see it happen.

Oh and btw, Feinstein is a great example of why I've say repeatedly that the GOP is a more disciplined party. The Dems fight each other more often than not. It's a very messy party that doesn't think about the greater party battles to get to party unity. Instead, the Dem party is a coalition of competing priorities, whereas the GOP is a like-minded group with mostly aligned goals and objectives backed by an ideological mindset. Every now and then you get some splintering within the GOP, like nowadays, but it pales in comparison to the craziness I see within the Dem party. They are their own worst enemies.
