Joe. Thought this aggressive issuance of IOUs by CA was a tactic to pressure the feds to give em the bailout they recently asked for, but were slapped down.

Looks to me like a game of chicken going one here. If the crisis continues, there'll soon be so many IOUs out there that an exchange will develop to enhance liquidity of holders and establish credible value for the paper. It may or may not be officially sanctioned (aka Black Market).
