There are 6 billion people, give or take a few. There are 1.3 billion in China and 1 billion in India, 800 million in Africa and there are other countries too, for example Japan and Indonesia with populations in the hundreds of millions. Nearly all of those people are indigenous in any slightly normal meaning of the word. That's about 3 billion or so just in those countries. There are many more, such as England, France, Germany, Saudi Arabia, Russia and on and on and on. 400 million is but a very tiny fraction of the total worldwide indigenous population.
In Gracey's usage, "indigenous" obviously means "People who have some ancestors who were living within 1000km of where those people now live in the year 1066 and where the number of people with said ancestors is fewer than the total number of people now living in that area, and who would like to get hold of some of the money that those newbies have got with the help of the local government". It's a racist term only applying to people with a melanin content in their skin giving an ASTM colour of 4 or more.
