From President Obama's speech on 5 April 2009:

"The existence of thousands of nuclear weapons is the most dangerous legacy of the Cold War... I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons.
To reduce our warheads and stockpiles, we will negotiate a newStrategic Arms Reduction Treaty with the Russians this year. To achieve a global ban on nuclear testing, my administration will immediately and aggressively pursue U.S. ratification of the Comprehensive Test Ban Treaty. Together we will strengthen the Nuclear Non-Proliferation Treaty as a basis for cooperation.


So hypothetically, the USA continues to reduce its nuclear weapons. Meanwhile, some countries do not reduce and, in fact, increase their numbers.

Country A now has 1000 weapons and the USA has reduced its count to 500. What happens? Mutual assured destruction? Maybe. Suppose the country with the 1000 weapons is China. They are not concerned about the loss of s few million chinese due to the USA's 500 bombs since they have 500 more.

However, the USA is concerned with losing even just a few hundred citizens to the "bomb". So what happens? China makes certain demands with the 'or else" threat of the nuclear bomb. The USA (Obama) rolls over and gives in to China.

Net result - USA becomes a second rate power.
