While I have heard other people mention that, I don't use Bollinger Bands myself so I can't give you a decisive answer. I will say that the moving averages that I use typically cross at the same time as the center (dotted) line in the middle of the bands is crossed as it has done on this chart: stockcharts.com Which I take as bullish, but not bullish enough to buy without volume.
