Yes, after that "gesture of friendship" Merkel had instruction sent out through diplomatic channels that she was not to be treated in a non-respectful, informal way.

Clearly she saw it a bit different than just a friendly deal. It made her feel less than an equal. Bush should have given Putin the neck rub...they liked each other.
