You idiot, projects are charged by the engineers, lawyers, accountants, clerks, inspectors, etc that work on them including ongoing salaried employees. If you don't have the projects you lay off the employees, that is how you account for your fee. So if Palin did not have these cases you could lay off some lawers, so accounting for their salary is reasonable even if they may work on another case, but of course they will be laid off sooner because their case backlog is smaller.
