Because when the government targets a specific product like corn ethanol, it usually guess wrong. Hell, even VCs aren't very good at guessing which technology will eventually win. Choosing the winner is best left to the markets. However, the government's job is to ensure competition and a level playing field, especially in industries with high barriers to entry. This is Econ 101 stuff and you should know it.

So it makes sense for our government to step in to the energy industry and provide massive subsidies, tax breaks, and investment in alternative energy solutions to propel our cars to create competition in a world where oil and gas is the only thing going right now. That will incubate the industry long enough to become cost competitive and then we'll see whether people will actually choose an ICE car over an electric or PHEV or electric range extended vehicle like the VOLT.
