Actually, that's not the. A big part of Al Gore's "Reinventing Government" was to stop monitoring so closely because the monitoring was costing more than the savings, which didn't make sense. The government used to spend oodles just to keep a few bucks from going missing. I remember particularly the cost of procuring small items via a procurement request. After "reinventing" the process, they issued credit cards.


I think you know more about this than I do so I'll defer to your remarks.

But I do believe that in tracking down Medicare/Medicaid fraud, they have not been particularly effective, in spite of bureaucratic red tape (that private insurers don't have) which should be helping to prevent it.
