You don't have to stay fully invested for your portfolio to significantly outperform the market. You can carry some cash and still outperform the market if you own stocks which consistently outperform the market and just stick with them. I do realize that the two reasons you mentioned are commonly used as excuses for the fund managers but I don't buy it.
