What, you think when the government does a road project all the government workers take off off their coats and ties and go out and start pouring cement?

No.

Because I know a bit about this subject, I can tell you that it takes years to get a highway project off the ground.

Take for example the George Bush Turnpike in Dallas. I was involved in the negotiations of a significant portion of the land that was taken for the part of the project that is east of US 75. Opened in the late 90s.

The rights of way were acquired for much of this project in the mid-80s. The first ramps were built in the late 80s, and was another 10-12 years before the project opened.

Now, there are smaller projects I've been involved with that didn't take as long -- for example, a simple highway interchange involving the intersection of ordinary Interstate with a pretty obscure US highway. 7 years.

It just isn't the way you put people to work quickly.
