So... does that mean that he, or they (the CIA) took the decision 'not to inform Congress's assigned oversight people about the program' on their *own*? (Or does it mean that they *never* illegally withheld required information from assigned oversight authorities?)

Despite the prior chief's statement, the current CIA chief says that when he learned that the CIA improperly kept the program's existence from Congress' legal oversight, he terminated the program....

So, what you are saying is that the statements from TWO DIFFERENT CIA heads are disagreeing with each other?

(Sounds like ample grounds for some proper authority to investigate why the apparent discrepancy in public statements....)

Oh... and I see that you AGREE that there should be an investigation of these differing statements:

"Yes, that lie needs to be investigated if Panetta said it."
