He is welcome to become citizen of Canada...his 400 million income would be taxed almost the same and his big mouth wouldn't bother us as we have all kinds of parties to choose from...bonus for him , his everyday health care needs would be looked after...no paper hurdles, and if not satisfied, he could jet off to the Mayo and be welcomed... cash customer.
