If an insurance company is evaluating a families risk (or more realistically the risk for families broadly similar to the family in question) than it only make sense to offer insurance if they expect to make a profit. Either they will pay out less than they take in from premiums, or at worst they will pay out about the same but benefit from the float on the money. So they typical family with several kids still wouldn't benefit from buying insurance, to cover these regular and relatively small costs.

But the reality is a little more complex than this. For one thing any particular family can have an unusually large number of these smaller medical costs. For another most people aren't directly buying their own medical coverage, but instead getting it from an employer. There is favorable tax treatment of compensation provided as medical coverage, and also the employee's family may be put in a risk pool that understates their cost to the insurance company.
