The largest expenditure is $3.3 million for construction of 17 miles of new bike trails, followed by $2.5 million to retrofit traffic lights at 730 of the city's 1,100 intersections with high-efficiency light-emitting diodes (LEDs).

As a stockholder in CREE, that's great about the LEDs.

But it isn't putting ONE PERSON to work. NOT ONE.
