Yes, it does have "the aliens have landed" aspect to it. My wife went on line after listening to me spout on about it and found that there is, apparently, a real birth certificate for Obama issued by a Hospital in Hawaii, but that isn't (apparently) displayed on line anywhere (why not?)---which I think helps encourage all this speculation.
