There's caring and then there's caring. Seems to me he wants to get everyone set up with health care. Period. Everything else is just peripheral stuff that has to be managed as well as possible. I do not believe for a minute that there is any cost scenario that would stop the train for him. Unless there is an acknowledged poin in the process where you intend to look at costs and make a go-no-go decision, then caring about cost is just so much expended emotional energy, meaningless in any practical sense. I believe that for him proceeding is a given and whatever it ends up costing, that's the price we have to pay.

Do you really think that there's a cost scenario that would cause him to re-evaluate going forward?
