How can something that (according to your figure) is only "3%" deployed yet (leaving out for now the quibble that 40% of the over-all bill was tax cuts, and 60% spending...) be declared a "failure" already?

(Was America's involvement in the second world war to be declared a "failure" some three or four months after Congress' first appropriation for it --- yet before the increased production of tanks and planes had even begun to roll off the expanded assembly lines?) <GGG>
