The Federal Government working off debt in a severe contraction is exactly the wrong thing to do. Hoover and the Republicans made that mistake in the early 30's.

Meanwhile, in the real world, it was a Democrat Bill Clinton who worked off debt during an expansion.

Bush and the Republicans did the irresponsible thing, cutting taxes and incurring massive debt during an expansion.

Not only was it the fiscally irresponsible and negligent thing to do, it left us in a very bad position to deal with this contraction. It's like the story of the squirrel and the nuts. You have to save up during the good times so you can weather the bad times. Republicans are incapable of that. They govern like bad times will never come.

Entering a contraction in a fiscally weak position is about the worst possible scenario... But it's where we are, or at least where we were last fall...
