Because it was expected that this would be a fairly severe recession. In fact a minority figured it to be comparable to the great depression, and I've even read articles, posts, and comments about how it was supposed to be much worse than that.

It's been out of the ordinary, extraordinary

That depends on what you mean by extraordinary. Such contraction is not an every year or even every decade thing, but we've had three similar sized contractions since WWII so its not all that unusual.
