Borrowers and their lenders were therefore equally able to see the pricing of loans and could also decide whether they thought it too low or not.

Those who chose to borrow and lend, therefore, despite everything being so obvious, decided that it was worth it. You therefore must prefer a government department to decide whether people can borrow or lend. Welcome to the USSR and its wealth creation processes.

It was perfectly reasonable to leave it to people to decide whether to borrow or not at any given interest rate.
