I guess YOU didn't read the footnote.

As you pointed out, it said:

1 Forecasts of the unemployment rate without the recovery plan vary substantially. Some private forecasters anticipate unemployment rates as high as 11% in the absence of action.

It made no reference at all to the 8% figure WITH the stimulus.

In effect, he said, "Without the stimulus nobody knows how bad it could be -- it could 11%-- but with the stimulus, it won't go over 8%".

I don't know if it was a lie or gross incompetence but either way it was wrong.
