Steve H, I remember that your friend has problems to run TXPro M560 @83Mhz. To run 83Mhz bus speed and 41.5Mhz PCI bus speed, lots of your current components might not be able to qualify for this kind of out-of-spec operation. If you could not help your friend to dialog which ones fails to run on TXPro 83Mhz bus speed, I would like to suggest you to stay at 75Mhz bus speed system. You could find more information on 83Mhz bus speed from Tom Hardware Page. However, Pentium or PMMX are "weak" processors. The RAM works fine with Pentium @83Mhz might not work with either 6x86 or M2 @83Mhz at all.
