Drudge listed a bunch of stimulus projects for food and spending at military bases, and other government buildings. I fail to see much if any stimulus for food that will be eaten and paid for in any even, and military bases which would have been funded through their regular channels. Also the general public cannot use this food or facilities. Yes it may feed the homeless, but I doubt they would have starved, just paid for through private charity.

Maybe the food is to be stockpiled for when most of us are unemployed?
