I have had government lawyers as adversaries many times. They often have no concept of cost control or what it means to work in private enterprise. As I've described them, government lawyers are fungible. One goes away, there is another to take his/her place. The don't have to account for their time in any meaningful way and have no concept of the cost of litigation to a private party. My experience with DOJ lawyers is some of the younger ones are looking for trial experience and as a result will not settle cases that should be settled (the old war horses will settle - they don't like to travel to try cases).
