If culture is the prime mover, why not attribute it to culture?

I am leery about calling it the prime mover because culture can be changed, is linked to ethnicity and its contribution is often small in the big scheme of things. Sure we can learn and improve by studying effects of cultural differences and I agree the Korean Air story is a good, gut-wrenching example of the potential for disconnect.

My personal favorite was the story of Roseto, Pennsylvania with its low incidence of heart disease which highlights the fact that the true prime mover is not in the genes,location, diet or even ethnicity
